  • 1.1 ASD Job Order Contracting for General Construction

    Contract Title, Location: Anchorage School District (ASD) Job Order Contracting (JOC) for General Construction, Anchorage, AK

    Contract Duration (Total Years of Contract): 2018 – Currently On-Going (ECM was re-awarded a seat on this JOC in 2022)

    Task Order Value Range: $25,000 – $400,000

    Contract Description: Under this $6,000,000 JOC, ASD has awarded task orders for dozens of elementary schools, middle schools, and high schools across the anchorage district that have included repairs, renovations, and new construction of interior and exterior infrastructure.

    Task Order Disciplines: While each task order has specific scopes of work, ECM has completed a larger variety of construction disciplines including, but not limited to, architecture, structural, civil, plumbing, electrical, mechanical, carpentry, fire protection, interior finishes (ceiling, flooring, insulations, furniture, etc.), masonry, concrete work, abatement, roofing, building envelope repairs, landscaping (including fencing), painting, and several others.

  • 1.2 DPW MATOC Multi Contract

    Contract Title, Location: Multiple Aw ard Task Order Contract (MATOC) in support of the Directorate of Public Works (DPW), U.S. Army Garrison, Alaska (USAG-Alaska) to acquire real property repair, maintenance, and minor construction for Army installations in the State of Alaska under the jurisdiction of DPW and the 611th Civil Engineer Squadron (CES), Pacific Air Forces Regional Suppot Center (PRSC), Fort Wainwright, Fort Greely, and Eielson Air Force Base (AFB), AK

    Contract Duration (Total Years of Contract): 2021 – 2025 

    Task Order Value Range: $27,000 – $2,800,000

    Contract Description: Under this small business $225,000,000 MATOC, ECM has delivered a wide variety of task orders across the Fairbanks military bases that have required renovations, repairs, modifications, and new construction of high-security facilities. 

    Task Order Disciplines: Each awarded task order has a specific scope While each task order has specific scopes of work, ECM has completed a larger variety of construction disciplines including, but not limited to,  architecture, structural, civil, plumbing, electrical, mechanical, carpentry, fire protection, telecommunications, security systems, hazardous abatement, interior finishes (ceiling, flooring, insulations, furniture, etc.), masonry, concrete work, roofing, building envelope repairs, landscaping (including fencing), painting, and several others.

  • 1.3 GSA JOCC Multi Contract

    Contract Title, Location: Northwest/Arctic Region 10: Alaska Job Order Construction Contract (JOCC) Indefinite Delivery Indefinite Quantity (IDIQ) Zone 1 – Interior Alaska and Zone 2 – South Central Alaska. (Each Zone was awarded as a Single Award Task Order Contract (SATOC) IDIQ)

    Contract Duration (Total Years of Contract): 2022- 2027

    Task Order Value Range: $2,000 – $150,000 

    Contract Description: Under this $40,000,000 JOCC, the GSA has awarded task orders for two geographically delineated zones of Alaska. These task orders have and will include maintenance, repair, and alterations of construction projects for federally owned and leased facilities. 

    Task Order Disciplines: While each task order has specific scopes of work, ECM has completed a larger variety of construction disciplines including, but not limited to structural, insulation, electrical, flooring, envelope repairs, painting, roofing, demolition, interior finishes (carpeting, doors, windows, etc), concrete masonry, mechanical, utilities, and several others

  • 1.4 JBER MACC Contract

    Contract Title, Location: Joint Base Elmendorf-Richardson (JBER) Multiple Award Construction Contract (MACC)

    Contract Duration (Total Years of Contract): 2021 – 2026 

    Task Order Value Range: 

    Contract Description: Under this 8(a) $150,000,000 MATOC, the USACE has awarded a large variety of Design-Build (DB) task orders across the JBER base to include facility upgrades, utility work, airfield pavement, roads, roofs, and other assorted repair and alteration projects. 

    Task Order Disciplines: construction work includes tasks in various trades such as carpentry, hazardous materials abatement/removal, demolition, mechanical, electrical, plumbing, concrete, masonry, welding, paving,  demolition, site work, excavation, cast-in-place concrete, masonry, structural steel, electrical, painting, carpentry, roofing, road repair, and other specialty and general contracting work.

  • 1.5 JBER Paint Contract

    Contract Title, Location: Joint Base Elmendorf- Richardson (JBER) AK Exterior Paint Indefinite Delivery Indefinite Quantity (IDIQ)

    Contract Duration (Total Years of Contract): 2022 – 2027 

    Task Order Value Range: $500 – $3,000,000

    Contract Description: Under this small business $30,000,000 IDIQ, the USACE has awarded task orders for minor construction, facility repair/alterations, and real property repair/alteration projects on the exterior of high-security buildings.

    Task Order Disciplines: While each task order has specific scopes of work, ECM will complete a variety of scopes of work including, but not limited to, painting of building envelopes, roofing, electrical and mechanical equipment, ramps, docks, and other structures; abatement of lead paint and asbestos; structural replacements; concrete masonry; and building envelope repairs (insulation, plaster, windows, doors, etc).

  • 1.6 POL IDIQ Contract

    Contract Title, Location: Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for Maintenance, Renovation, and Alteration of Petroleum, Oil, Lubricants (POL) Relate Structures, Various Locations Alaska 

    Contract Duration (Total Years of Contract): 2017 – 2022 and 2023 – 2028 (ECM was re-awarded the contract in 2023) 

    Task Order Value Range: $5,000  –  $5,000,000  

    Contract Description: Under this SB 8(a) $45,000,000 contract, the USACE has awarded design-build and design-bid-build task orders throughout Alaska and any potential locations within the US Pacific Command (USPACOM) area of responsibility. 

    Task Order Disciplines: While each task order has a specific scope of work, work has included, but has not been limited to, POL tank repairs; POL facility repairs/renovations; minor new construction of POL facilities; POL dispensing systems repairs/renovations; fuel containment, transport, delivery, storage, and dispensing systems as well as the conversion of fuel type; environmental work (including Hazardous Materials (HazMat), soil, paint, and asbestos testing removal, disposal, and containment), and API 653 tank inspection, piping system evaluation in accordance with API 570, pipe stress analysis, hydraulic and dynamic transient surge analysis, and pressure testing.

    Contract Description: Under this Small Business 8(a) $98,000,000 IDIQ Multiple Award Task Order Contract (MATOC), the USACE has awarded design-build and design-bid-build task orders covering work to include vertical and horizontal renovations and repairs of various facilities, small projects, infrastructure, and military installations throughout Alaska and Wake Islands. 

    Task Order Disciplines: While each task order has a specific scope of work, ECM has performed a variety of scopes of work including, but not limited to, infrastructure site improvements such as fencing, roads, parking, airfield paving, and drainage; facility repairs; incidental environmental work such as Hazardous Materials (HazMat), soil, and asbestos testing, removal, disposal and containment; facility upgrades; and system maintenance such as HVAC, plumbing, electrical, wastewater treatment systems, elevators, building envelope, fire protection, Anti- Terrorism Force Protection (AT/FP), demolition, electronic security systems.

    Contract Description: Under this small business 8(a) $20,000,000 SATOC, the USACE has awarded various task orders for repair, new construction, renovations, and modernization of federal buildings and facilities throughout Alaska military bases. 

    Task Order Disciplines: While each task order has a specific scope of work, ECM has delivered a variety of disciplines and scopes of work including, but not limited to, carpentry, road repair, paving, roofing, excavation, earthwork, interior/exterior elements, mechanical, electrical, plumbing, painting, heating/ventilation/air conditioning, asbestos, and lead paint abatement incidental to primary work and a potential for a level of design.
